NOIDA: The
anti-corruption court in Meerut has rejected the bail pleas of all the five accused in the multi-crore
home guard scam who were arrested for allegedly orchestrating the scam in district
Gautam Budh Nagar by forging attendance records of the home guards to pull through a scam.
Bail pleas of the accused were rejected by the court which observed that prima facie, the accused had committed a serious crime through a criminal conspiracy which is a "form of an organised crime."
It said that looking at the seriousness of the case and the involvement of the accused in the case, sufficient grounds for granting bail were not there.
Significantly, the court noted the police’s contention that the investigation in the modus operandi of the accused and the fact that they allegedly used fake stamps to prepare fake muster rolls of the home guards- is pending and so far, the worth of the scam that has come to light in the district is around Rs. 1, 34, 06, 163.

Ram Narayan Chaurasia, former district commandant (home guards), Gautam Budh Nagar, stated that he was “framed” and that his track record was clear till now.
In his plea, Chaurasia said that he was arrested by the accused when he had gone to meet the then SSP to give his clarification on the alleged irregularities in preparation of the muster rolls.
The bail plea further states that there was no possibility of manipulation with the evidence as all the records had been provided to the investigating officer.
Prosecution lawyer in the case opposed the bail.
The prosecution noted that during the investigation of the muster rolls of 114 home guards for May-June 2019, for police stations including Phase III. Sector 49, Expressway, Knowledge Park, Sector 58, Phase II, Sector 24 and the Noida observation home which was carried out by the then SP (City)
Vineet Jaiswal, 50 per cent of the salary was found to have been increased and prima facie, it was clear that the officials had bungled lakhs of rupees.
"It had come to fore during investigation that the main accused told the co-accused that he would clear the muster rolls and half of the increased money would go to him," the police has told the court.
"From the case diary, it is clear that the three-member committee formed by the home guards headquarters which has probed the muster rolls of the different police stations of the district issued over the past one year, it was found that the scam could be worth around Rs. 1, 34, 06, 163. Hence, in this manner, the accused showed the presence of even absent home guards and conspiracy was hatched to pass salary different than the valid salary,” the court noted the police as saying.
Sirajuddin Alvi, additional government counsel, Meerut anti-corruption court told TOI that the bail pleas of all the accused including Chaurasia were rejected on January 31.
"The court made similar observations in the cases of all the five accused," he said.
