Despite introduction of e-challan system in the city, people feel they are being harassed to pay the challans. Cars parked in various parts of the city are being towed and taken to the nearest police station even for on-the-spot challans. As per the officials, the reason for this is the shortage of government employees/police officers.
Speaking to TOI, ASI Inderjit Singh said, “We do not have enough police officers here and hence a constable is sent to tow the car.” On being asked about on-the-spot challans, he said, “Since a constable is not authorized to issue challans, the car is towed away and taken to the nearest police station so that an ASI can issue the challan.
People are feeling harassed because of this. Talking to Ritu Wadhera, a resident of Sarabha Nagar, said, “This is nothing but harassment of residents. The police towed my car from Kipps market around 11.35am on Tuesday. The car was not even parked in the tow-away zone but still they towed and took it to the nearest police station.” She further said, “When I went there, I was issued a challan for wrong parking. They towed my car instead of issuing me an on-the-spot challan. This is so harassing.”
It is quite troubling for women who have to do all formalities alone. It was also highlighted that police officials at times tend to be rude with women. “I am a student studying here in Ludhiana. My car got towed in front of my eyes and when I asked the officials not to tow it since I was standing just next to my car, the official spoke badly and said that I will have to go to the police station to pay the challan for wrong parking. It is becomes really harassing for an individual to handle all this alone.”
Residents also highlighted the parking issue faced at Kipps Market due to construction work. “We don’t have much parking space at Kipps Market and if we park outside, the car gets towed. The public is left with no option. If they were to renovate the parking area, a new parking area should have been allocated since the market has a lot of footfall,” said Ravinder Kaur, a resident of Model Town Extension.
