Citizens’ get opportunity to rate VMC’s performance

Vadodara: Residents of Vadodara city will for the first time get an opportunity to express their opinion regarding various services provided to them by the Vadodara Municipal Corporation (VMC). The civic body has initiated the process of gathering citizens’ opinions for the Ease of Living Index (ELI), 2019 and the Municipal Performance Index (MPI), 2019.
The surveys will be digital in nature where details for both the indexes will be gathered in the same survey form. The URL of the survey as well as a QR code that can be scanned on smartphones to take the survey will be circulated widely by the civic body. VMC will use the social media, advertisements and outdoor displays for creating awareness about the survey which has deadline of February 29.
Deputy municipal commissioner S K Patel said that the two indexes were a part of the Smart City initiative. In all, 114 cities and town are participating in the survey. These include all those that were picked up to be developed as smart cities and some that opted for it voluntarily.
ELI is based on three pillars that include quality of life, economic ability and sustainability. It will examine 50 indicators in 14 categories like education, health, housing and shelter, mobility, safety and security, recreation, level of economic development, economic opportunities, environment, green spaces and buildings, energy consumption and others.
MPI will look into indicators in 20 sectors that include registration and permits, infrastructure, revenue management, expenditure management, fiscal responsibility, fiscal decentralisation, digital governance, digital access, digital literacy, transparency and accountability, human resource, participation, effectiveness and others. These sectors fall under the verticals of services, finance, planning, technology and governance.
Patel said that after the data for the surveys is analysed the union ministry for urban development and housing will give rankings to cities. “It will also give us details regarding aspects where we may be lacking so that we can improve on them,” he added.
VMC is eyeing to have at least 10,000 responses for the survey. Patel said that five lakh responses were being eyed from the 114 cities where the survey will be conducted.
