INDORE: District legal services authority (DLSA) of Indore and
Jabalpur have begun discussion on ways to implement Supreme Court order asking 15 convicts in a riot case of
Gujarat to undergo social service for six hours a week as condition of bail.
The officers of both DLSA claimed it to be the first time, when such activities have to be planned for a convict in state. Indore district legal aid officer Subhash Chaudhary said, "We are yet to get orders from state legal services authority. It will take around a week for completion of procedure."
A three-judge SC bench headed by Chief Justice SA Bobde on January 28 granted bail to 15 lifeterm convicts in 2002 Ode riot case but banned their entry in Gujarat.
The bench, also comprising Justices BR Gavai and Surya Kant, split the 15 convicts into two groups including six to be transferred to Indore and nine to Jabalpur.
Choudhary said that they would be sent either to old age home or hospitals for doing social services. They can perform daily chores like floor cleaning, washing dishes, washing clothes at old age homes and helping patient at hospital, said Choudhary while talking to TOI.
We are also in talks with different NGOs to help in providing work to those six convicts so that they could earn their livelihood in accordance to court order, said Choudhary.
The apex court asked legal services authorities in Indore and Jabalpur to help convicts get employment. The court thought banned their entry into Gujarat, their family members can meet them during bail period, said Choudahry.
During bail period, they have to give attendance at a police station every week. After three months, a report about reform in behaviour, attitude will be submitted to court, added Choudhary.
Jabalpur legal aid service officer Pradeep Thakur said, "We can use convicts according to their skills in various programme like using them in
legal awareness programme, imparting training of work to juvenile in reform homes of Juvenile Justice Board."
"We can also use them in various activities like mass plantation through NGOs working in district. But, it can certainly be figured out after we get details of convict and order from higher authorities," added Thakur while talking to TOI.
Those 15 men have been serving lifeterm in connection with massacre at Ode town in Anand district in Gujarat, where 23 people were burnt alive since conviction in 2012.
