FALL RIVER — The former chief of staff to Mayor Jasiel Correia II was indicted Thursday on six federal charges including conspiring to commit extortion and bribery, according to court documents.

A U.S. District Court grand jury handed up a second superseding indictment charging Genoveva Andrade, of Somerset, with two counts of extortion conspiracy, two counts of aiding and abetting extortion, bribery and making false statements to investigators. No new charges were brought against Correia.

The new charging document was filed in federal court shortly after on-leave Bristol County Training Consortium Director Hildegar Camara pleaded guilty to helping Correia solicit bribes from marijuana companies.

The indictment alleges Andrade and Correia conspired to extort a six-figure bribe from a prospective marijuana vendor and a bribe in exchange for a trench permit to activate a building sprinkler system.

The indictment also accuses Andrade of bribery for allegedly giving Correia nearly all of her $10,000 "snow stipend" and $22,800 of her $78,780 salary so she could keep her job, and with falsely telling investigators she only she loaned Correia $10,000.

Andrade is further accused of misstating her role in the alleged extortion scheme by falsely telling investigators her involvement with marijuana dispensaries was limited to a time when a group of investors – which included a former Fall River mayor – wanted to meet with Correia. She is also accused of falsely claiming Correia would not take money for a non-opposition letter, when she allegedly knew the mayor had a “safe full of bribe money.”

Prosecutors secured guilty pleas from two other co-conspirators in the alleged extortion scheme earlier this week: David Hebert, identified in Correia’s indictment as “Middleman #2,” and Antonio Costa, identified in the indictment as “Middleman #1.”

Andrade is due to be arraigned at the John Joseph Moakley United States Courthouse in Boston Oct. 2, according to court documents.
