Mass transit—the backbone of London’s zero emissions goals

In February 2003, London made a bold statement to the world. With the introduction of its congestion charge 16 years ago, it established what was the world’s largest congestion charge zone for a capital city. It laid the foundations for its battle against vehicle pollution, and its success would lead to the April 2019 opening of the Ultra Low Emissions Zone (ULEZ)….
