CHANDIGARH: The municipal corporation (MC) in its general house meeting on Monday decided to re-introduce hourly charges for parking at 91 lots instead of 61.
The MC decided to provide 10 minutes free access to commuters for pick-and-drop. The MC chose three slabs — Rs 5 for two-wheelers and Rs 10 for four-wheelers for 10 minutes to four hours, Rs 10 and Rs 20 for four to 12 hours and double the rates for beyond 12 hours. Parking charges will be increased by 20% yearly.
All the 91 paid parking lots will be divided into two zones. Separate tenders will be floated to select bidders to run the lots for the two zones. The company chosen will be given a three-year tenure and two extensions of one year each after a review.
The MC will give three months to the successful bidder from the date of allotment to install all smart parking features in all the parking lots and charge the revised rates, indicating the new system will come into force in the next four to five months.
The MC kept heavy penalties and a provision of cancellation in case of violation of clauses in the terms and conditions. The civic body will introduce monthly passes. It will also give free passes to mediapersons, sitting judges of the Punjab and Haryana high court, registrar general of the high court, MP and municipal councillors. Only official vehicles of officers of the MC and UT will be exempted from the charges.
Earlier, a verbal altercation took place between MP Kirron Kher and BJP municipal councillor Gurpreet Singh Dhillon over parking of vehicles during night hours. Kher was of the view that vehicles should be towed away if found illegally parked at night hours in the lots. However, Dhillon suggested that since people have small houses and don’t have space to park the vehicles, they should be allowed to park at the parking lots by taking some additional charge.
Differences of opinion emerged between BJP councillors Davesh Moudgil and Arun Sood during the meeting. During the discussion, Moudgil said after making the amendments, the revised agenda should be placed before the house. Sood objected, saying everything needs to be done today only, as the matter has been being delayed for past many months.

If the system stops chaos at entry and haphazard parking while ensuring security of the parked vehicles, people won’t mind the steep charges, but not, if the chaos continues. It is only through optimum utilization of existing infrastructure, creating of new lots as well as separate lots for two-wheelers and four-wheelers that the parking scenario can improve.
