PANAJI: The existing number plates on two and four-wheeler vehicles registered prior to April 1, 2019 will be replaced with
high security registration plates (HSRP) from October 1 onwards. A public notice issued by the
directorate of transport on Monday announced that the fitting of the new number plates will commence at all offices of registering authorities or RTOs in the state.
New vehicles manufactured after April 1, 2019 are being sold with the
tamper-proof HSRP number plates already installed at the dealer-level (as per the Ministry of Road Transport and Highways’ (MoRTH) notification mandating the same).
TOI had reported on August 22 that this process is likely to commence soon after Ganesh Chaturthi. HSRP number plates come with a chromium-based hologram that cannot be counterfeited, and a 10-digit permanent identification number. The plates are also fastened with a non-removable snap lock fitting system.
“Whether it is a vehicle registered this year or 15 years ago, they must appear at the
RTO with their vehicle during the designated month,” a transport official said.
While residents are expected to follow the schedule laid down by the department, there are many Goans who live abroad and may not be able to bring their vehicles to the RTO at their designated turn. For them, and for any others who may miss their window, the department has allotted the slot of August 2020 to get their plates replaced.
“The intention is to cover the old vehicles’ population within ten months’ time. After ten months, we may have to inform the public that any leftover vehicles may contact Real Mazon at their office and get the HSRP installed,” the official said.
Real Mazon India limited will be the sole and exclusive supplier for HSRP in Goa, the public notice read. Vehicle owners not complying will be deemed as violating the rule and will be liable for prosecution under section 53, 54 and 192 of the Motor Vehicles’ Act, said the notice.
