HYDERABAD: The government’s delay in initiating the recruitment process for
faculty members may result in the University Grants Commission (UGC) not releasing adequate funds for
Telangana’s state-run universities. The
UGC had mandated for the process to be completed by December.
In a recent notice to varsities across the country, the UGC had directed authorities to upload details of staff
vacancies and recruitment processes on an activity monitoring portal by September 20. The apex regulatory body for varsities had further told varsities to fill up the vacant posts by December, which, state universities in Telangana are unlikely to do due to their failure to release recruitment notification for vacant posts and appointment of regular vice-chancellors.
“Shortage of quality teaching faculty in higher educational institutions is affecting the quality of higher education. In this regard, the recruitment process should be completed as per the schedule specified in the guidelines,” read the UGC notice. According to UGC guidelines, non-completion of recruitment process in the scheduled time may result in action against the administration which includes withholding of the grants.
“Several departments in state universities do not have sufficient faculty members forcing many to reel under shortage of funds. If there is any further delay in recruitment of teachers, departments will be unable to avail
funding from various agencies,” said R Mallikarjuna Reddy, associate professor at Kakatiya University’s department of geology.
At a time when the government is busy calling proposals for establishment of private universities, state universities are being majorly affected due to shortage of faculty members and funds. “Without sufficient financial assistance, how can the quality of education in the state universities improve? If the government continues to encourage establishment of private universities and neglect the state universities, public institutions will soon perish,” said a former vice-chancellor (VC) who did not wish to be named.
While some universities were likely to release recruit notification in June, it was withheld as tenure of the regular VCs was concluding. According to sources, the government was of the view that appointment of regular VCs must be taken first following which recruitment of teachers can be initiated.
However, even two months after nine VCs demitted office, the government is yet to appoint search committees to progress appointment of VCs.
