Rajasthan first state in India to provide E-sign services

Jaipur: The Controller of Certifying Authorities (CCA) of the Centre has declared RajComp Info Services Limited (RISL) under the Rajasthan government as the certification authority (CA) for providing E-sign services/facilities to other states of the country and its citizens, informed Abhay Kumar, principal secretary, information and technology on Friday. Rajasthan will be the first state in the country to provide such facitilies.
The state government will also provide services/facilities pertaining to digital signature tokens (dongle-enabled signatures) and SSL certificates (which are used to secure a website from hacking) to other states. The Controller of Certifying Authorities (CCA) comes under GOI's ministry of electronics and Information Technology.
Through E-sign facility, public can avail government services/schemes by signing the applications, documents or certificates online, instead of signing the papers manually by taking a print out. E-sign facility was earlier used in the state at the government’s department-to-department level.
"Now, Rajasthan government will not procure SSL certificates and digital signature tokens from private CAs as it has now become a certification authority (CA). The state has developed digital signature tokens and SSL certificates of its own. Now, we have the legal recognition to provide these services to other states and the public," said Ranveer Singh, officer in-charge of E-sign project in Rajasthan and deputy director IT department.
"Our centre has 40 modern technology servers and 9 hardware security modules to protect privacy of the users' data," he added.
Kumar further said, "Earlier, the state government had to pay for services like digital signature tokens and SSL certificates. After being declaring CA, it would no longer have to pay for such services. However, the revenue of the state will increase as it will become a provider now."
“This will help in promoting paperless system in state departments, ensuring transparency and saving time and state government’s money,” he added.

Kumar said currently 3 to 5 lakh documents are e-signed in the state daily. “Now, this number will increase to about 10 lakh,” he added. Chief Minister Ashok Gehlot had launched the e-sign data centre on August 19.
He also informed that the e-sign project will be awarded the IT Excellence Award at the InfoComm Summit to be held in Mumbai on September 18 2019.
