Bihar: Absentee teachers to face the music, says chancellor

PATNA: College and university teachers of the state abstaining from their duties without prior information would now face severe punishment. Their residences would be raided if any irregularity is detected and if required, criminal cases would also be lodged against them. Teachers found guilty of furnishing fake residential addresses will not get their house rent allowance.
Governor-cum-chancellor of universities Fagu Chauhan issued these directives while reviewing the progress reports presented by the vice-chancellors of Jaya Prakash University-Chhapra, Veer Kunwar Singh University-Ara and Magadh University at Raj Bhavan here on Friday.
The chancellor, who is very firm on maintaining regular presence of teachers and non-teaching staff on their respective campuses as per UGC norms, said biometric attendance of all staff, teaching as well as non-teaching, should be monitored effectively and made the basis of payment of monthly salaries to the university employees. When the VCs of Magadh and Veer Kunwar Singh universities complained of the biometric machines being damaged, the chancellor ordered that the guilty persons should be identified and criminal cases lodged against them. Besides, strict punitive measures should also be initiated against them, he said.
The chancellor said all the universities would have to regularize their academic and examination calendars. “Admission of students to the next batches in all the universities must be regularized by June 2010, failing which disciplinary action would be taken against the officials concerned,” Chauhan said.

The chancellor reviewed the progress made by the universities in implementation of academic calendars, clearance of the backlog of pending examinations, implementation of university management information system (UMIS), online distribution of degrees to students, strengthening of libraries and laboratories, disposal of cases related to payment of arrears of retired and serving teachers and non-teaching staff and linking of universities with National Digital Library (NDL) and National Academic Depository (NAD).
All the senior officials of the three universities, including the VCs, attended the meeting. Principal secretary to governor Brajesh Mahrotra was also present.
