A pet cat is wreaking havoc on a community by targeting and attacking dogs. 

The domestic, ginger cat has been the subject of at least ten council complaints on the Surf Coast in Victoria.

All of those complaints involve the cat 'targeting' unsuspecting dogs for attack, mostly when they are on the lead being walked by their owners.

A worried dog owner told The Geelong Advertiser she thought her pooch would lose an eye after the cat's unprovoked attack.

'Scary experience while walking two dogs and my baby in his pram. Thanks to the woman who helped me get us to safety … Never thought a domestic cat could be so terrifying,' she said. 

In a similar incident, Scott Knite said the cat 'pounced' on his one-year-old Kelpie named Seven.

He said his wife was walking past the cat's home in Nicholson Crescent, Jan Juc, recently when the cat approached out of nowhere and scratched Seven on the face.

'It's almost like it thought the dog was an easy target because it was on a lead,' he said.

Another woman said her Staffy wouldn't go near the home since he was attacked by the same ginger cat.

The Surf Coast Shire environment and development general manager Ransce Salan said they were currently investigating a single complaint about a cat in the region.

'Council has received one complaint about a ginger cat in Jan Juc that injured a dog,' he said.

The owner of the cat is liable for an $81 fine for allowing the cat to roam the streets.
