Disturbing footage of a farmer shooting newborn goats in the head before violently tossing them in a bin has emerged online. 

The video, which was covertly shot at a large goat farm in Victoria on Sunday last week, shows the male goats being killed as they are considered 'useless' for dairy farmers. 

One by one each of the goats are shot with a bolt gun and thrown into a pile before  the farmer tosses them into a large metal bin, the footage shows.

The video later shows the videographer return to the farm and open the metal bin, revealing about ten dead kids discarded inside.

Bolt guns are used by farmers prior to slaughter and are commonly seen as the most humane way to sedate young animals.   

However, animal activists have been left shocked after the footage was shared online.

'Only a psychopath can kill so routinely. People who buy these products are paying for the cruelty and destruction,' one person wrote.

'I can't believe what I just saw....Goats milk - it's for baby goats. This is what happens to the male babies, just hours after being born. This is totally unnecessary cruelty, for a drink (or cheese) that we don't even need,' wrote another. 

The footage has emerged as a parliamentary debate rages over the legality of activists covertly filming on farms.

The Impact of Animal Rights Activism on Victorian Agriculture inquiry is examining whether current laws are effective in deterring activists.

Organisations and individuals involved in animal liberation and welfare will be presenting at the inquiry in Melbourne on Wednesday.

Chris Delforce, the director of activist group Aussie Farms, told Yahoo News Australia undercover activists willing to capture this type of footage is necessary as there is no transparency within the industry.

'Without activists going in and capturing this kind of footage, the public would have no way of knowing what is going on inside of farms.'

Daily Mail Australia has contacted the goat farm for comment.
