Another resident, who lives across the road, said the woman was hysterical when police handcuffed her.
The resident's partner said shortly after the tragedy, a woman arrived at the house claiming to be the grandmother of the children.
'She [the grandmother] was distraught,' the neighbour told The Age.
'She didn't know what had happened. She was asking to see the kids.
'I don't care about her (the arrested woman), just let me see the kids.'
The grandmother was reportedly heard telling officers the children's father had previously died in a motorcycle accident.
Neighbours said the arrested woman had lived at the rental property for less than a year, but they were not aware if she had a partner.
Police said the arrested pair are assisting with enquires.
