Nagaland Guv R N Ravi, others meet PM Modi

New Delhi, New Nagaland Governor R N Ravi called on Prime Minister Narendra Modi here on Thursday.  Mr Ravi, who was Modi government’s chief negotiator for peace talks with Naga militant groups, took over as the new Governor of the state on August 1.

Notably, the National Socialist Council of Nagaland (NSCN – Isak Muivah) faction has lately mounted pressure on the centre saying the militant group is “profoundly convinced” of the absolute righteousness of the Naga struggle in defence of their historical right.

“The NSCN is profoundly convinced of the absolute righteousness of the Naga national struggle in defence of their historical right over their land and the political right to determine their future…,” the NSCN (IM) statement has said last week.

The NSCN (IM) is in parleys with the centre since 1997 when IK Gujral was Prime Minister.  In August 2015, R N Ravi as the negotiator had signed a Framework Agreement with the militant group NSCN(IM).  Bihar Governor Phagu Chauhan, Gujarat Governor Acharya Devrat and newly appointed Tripura Governor Ramesh Bais also met Mr Modi and discussed matters concerning their respective states.

The meeting between Mr Ravi and Prime Minister Modi is significant as after developments related to Jammu and Kashmir and Article 370 lately, there were apprehensions in Nagaland and other northeastern states too about a special provision Article 371 in the far-flung region.

However, while piloting the Statutory Resolution on Article 370 and Bills related to Jammu and Kashmir, Home Minister Amit Shah had told Lok Sabha on August 6 that the Centre has no plans to change or dilute the provisions of Article 371 related to seven states including Nagaland.

Last month, Union Minister of State for Home G Kishan Reddy told Manish Tewari of Congress in a written reply in Lok Sabha that the Naga political negotiations are at an ‘advanced stage’. He also said that “any disclosure of the details of the negotiations will be premature and prejudicial to the final settlement.”

The appointment of Mr Ravi, who was also Deputy NSA, was appointed as Governor on July 20 — just four days after the MoS Home made his statement in the Lower House of Parliament.
