A day after the Rajya Sabha passed the Jammu and Kashmir (Reorganisation) Bill, 2019, the legislation has been taken up in the Lok Sabha on Tuesday for debate and voting. The Bill seeks to divide the state of Jammu and Kashmir into two Union Territories: Ladakh, without a legislature, Jammu and Kashmir, with a legislature (like Delhi and Puducherry). The Bill was passed on a day the Narendra Modi government abrogated Article 370 of the Indian Constitution that granted special status to the state of Jammu and Kashmir. The Article was revoked through a presidential order issued just before the announcement was made in the upper house of Parliament. Defending the Bill in the Rajya Sabha, Union Home Minister Amit Shah had said that Articles 370 and 35A, which is part of the former, had impeded development in the northern state. He asserted that repealing of Article 370 was necessary to wipe out terrorism from Jammu and Kashmir.
