Advocate Bandish Soparkar has submitted to the Gujarat High Court that the state government in 2016 was contemplating to implement the online Right to Information (RTI) portal developed by National Informatics Centre (NIC), but the same is yet to be carried out. The submission came in response to a public interest litigation (PIL) filed by the advocate seeking the court's direction to the state government for developing an online portal, a feat already achieved by the Union government and several other state governments.
In the additional affidavit submitted by Soparkar, it has been mentioned that as per information supplied by NIC there was a communication on September 20, 2016, between state government's general administration department and Gujarat Information Commission wherein it was being contemplated to implement the online RTI portal of NIC in Gujarat while examining its implementation by Maharashtra government. Despite the communication, Soparkar claimed that online RTI system is yet to be made available in Gujarat, creating hardships and unnecessary harassment for citizens in securing information from government.
Interestingly, the state government in a separate petition on a similar issue had earlier informed the court that an online platform for RTI applications and information dissemination will be up and running by March 2020. However, the government in not implementing the NIC's portal in the state and instead has hired a private company for developing the same.
As per the affidavit filed by the state general administration department's under-secretary, Nilkanth Pandya in that petition, Gujarat government has already issued the work order to Hewlett Packard Enterprise for the design, development, implementation, and maintenance of Integrated Workflow and Document Management System. Pandya had submitted that the work entrusted to the company includes the responsibility of RTI Management and it is supposed to complete the work by March 2020.
