The Assembly adopted the Andhra Pradesh Crop Cultivators’ Rights Bill, 2019, on Thursday.
Deputy Chief Minister (Revenue) Pilli Subhash Chandra Bose, who introduced the Bill in the House, said landowners would have absolute rights over the land.
‘Win-win situation’
The tenant farmer would have rights only on the crop. The Act would not harm the landowners in any way. It was a win-win situation to both landowner and tenant farmer, he said.
Intervening in the discussion, Chief Minister Y. S. Jagan Mohan Reddy said the Bill was a revolutionary initiative.
At present, the landowners were afraid of recognising the tenant farmers on record. They were not giving requisite documents to the tenant farmers to avail of the loan
As a result, both farmer/landowner and tenant farmers were suffering losses. The tenant farmers would enter into an agreement with the farmer/landowner for the cultivation of agriculture land.
The agreement would be valid for only for 11 months, he said.
The tenant farmer would have to renew his agreement every year. The tenant farmers would enjoy the rights on the crop for 11 months. The tenant farmers were facing hardships as banks shied away if there were no documents and insurance facilities would also be a problem. The new Bill would address these issues, he said.
