NEW DELHI: At the time of presenting their five-year plans to first the
cabinet secretary and then the PM,
ministries will also have to be ready to answer the ‘what, when and how’ of the projects proposed. This is the added challenge bureaucrats face after giving
final touches to ‘impactful’ plans and schemes for the first 100 days of Modi government 2.0.
Sources said cabinet secretary P K Sinha has asked the group of secretaries to present about half a dozen targets set by each ministry or department and to spell out the exact details of the roadmap for achieving them.
TOI has learnt that some ministries are even looking at the option of holding major events to launch or commission projects and programmes that they have already shared with the cabinet secretariat and
PMO. “There are indications that we will have to go to town with the action plans to highlight how the government has started delivering its promises soon after returning to power. Every ministry has been asked to come out with medium and long-term interventions with special focus on how these will benefit citizens,” said an official.
The government has set up 10 groups of secretaries to chalk out the agenda of governance for each ministry and department, on the lines of what PM had pushed during his first tenure.
Sources said the PMO’s message to give exact details of the yearly targets of ministry or department for the next five years is being seen as an indication that top bureaucrats handling these departments don’t do kite flying with their claims and data to impress the government. “The cabinet secretary has started taking the presentations by different groups and at a later stage the presentations will be made by the coordinator of each group before PM. There has been almost daily meetings of officers in each group and finalising the plan has become the first priority,” one of the officials involved in the process said.
Some of the ‘impactful’ events that may be held include the skill training programme to beneficiaries under the rural job guarantee scheme, MNREGS; operation of Sahibganj multi-modal terminal in Jharkhand; and inauguration of some completed highway projects. At least 50 highway projects have been identified which will be completed before 100 days of Modi 2.0 government.
Officials said some of the departments have started works so that they can showcase the achievements of their targets.
