Each flood-hit family to get Rs 6,000 from Friday: Nitish Kumar

PATNA: CM Nitish Kumar said on Tuesday that each flood affected family will be paid Rs6,000 as gratuitous relief (GR) through the direct benefit transfer (DBT) method from Friday. He said the banks would not come into the picture, as the payment of GR money through them during the 2017 floods had got delayed.
Making a statement in the state assembly and legislative council on floods, he said the ex gratia payment of Rs4 lakh to the next of kin of each person killed in the floods has to be made within 24 hours of the incident. He said the flash flood in north Bihar was caused by unprecedented high rainfall in the terai regions of Nepal and also in the catchment areas of the rivers that originate there and pass through the north Bihar plains before ending in the Ganga.
The normal rainfall around this time in Nepal happened to be 50mm, but it was more than four times — 200mm to 300mm — last week, Nitish said.
The CM said 25.71 lakh persons had been affected by the floods in 555 panchayats of 78 blocks in Sheohar, Sitamarhi, East Champaran, Madhubani, Araria, Kishanganj, Supaul, Darbhanga, Muzaffarpur, Saharsa, Katihar and Purnia districts. By that token, over 5.14 lakh families will be paid GR amount of Rs6,000, as officially a family is deemed to consist of five members.
The CM assured the House that the administration has been working as per the standard operating procedure (SOP). As many as 26 teams of NDRF and SDRF with 125 motorboats have been pressed into service. Till Tuesday, 1.25 lakh marooned persons had been rescued, while 1.16 lakh persons were in 199 relief camps. Besides, the administrations concerned have been running 676 community kitchens with quality food, safe drinking water and medicinal help, he said.

Nitish also said he had been periodically reviewing the state of preparedness right since June 3 and conducted aerial surveys following the flash flood. “It was flash flood, but the government is ready to tackle the flood that might occur in August and September,” Nitish said.
Later, Nitish told the media that Rs2,400 crore of GR money had been paid to 40 lakh flood-hit families during the 2017 floods. He said the Centre had not reimbursed the money. However, it paid Rs1,000 crore as per the mandatory norms of the Finance Commission under the disaster relief fund, even as Bihar required special treatment, which he recently had impressed on the Niti Aayog.
