Is governor a ‘puppet’? asks BPSC question paper

PATNA: State civil services aspirants writing the Bihar Public Service Commission (BPSC) examination on Sunday were stumped by a controversial question that asked them to critically examine the role of governor, while describing the constitutional post as a mere ‘puppet' of the state government.
The Hindi version of the question had used the term ‘kathputli’ in the question that appeared in paper II of the general studies section of BPSC’s 64th mains held on Sunday. Around 18,500 students appeared for the examination.
BPSC, an autonomous body, as well as the state government were left red-faced after the question went viral on social media.
State education minister Krishnandan Prasad Verma said such words should not be used for a person holding a constitutional position. “We will inquire into how this happened,” Verma said.

In an attempt at damage control, the BPSC released a statement on Monday regretting the incident. “The question regarding a person holding constitutional post had been asked in a wrong way. The person who had set the question had been blacklisted and a showcause had been initiated against him (sic),” read the statement signed by BPSC’s joint secretary-cum-examination controller Amrendra Kumar.
The opposition rapped the government as well as the BPSC over the issue. Congress MLC Prem Chandra Mishra said the commission was in wrong hands and a probe should be done. “This is an eye opener as to the kind of people who are setting questions. On July 11, I had raised a question in the Bihar Legislative Council against BPSC which had given wrong answers for 15 questions in the preliminary examination. Students who ticked the wrong answers were qualified,” Mishra said.
