With prisons in the region seeing a string of cases of unruliness, violence and even death in the recent past, it seems gangsters have a ‘free’ run of jails. While staff shortages and sometimes even involvement are a big factor, the root cause of the problem lies elsewhere. With unexplainable access to cell phones and even contraband, the clashes are all about territory. Despite being incarcerated for gang wars, killings and other heinous crimes, the gangs are still fighting over their turfs.

Bhupender Singh, deputy superintendent of police (DSP) of Ambala jail, lodged a complaint with the police here “with regard to attack on inmates of Bhuppi Rana gang by Lawrence Bishnoi gang inmates creating emergency situation in Central Jail, Ambala”.
DSP Bhupender Singh stated, “On July 11, at 6 pm, when the jail was being closed, around 40-45 inmates of Lawrence Bishnoi gang pushed the jail warders deployed at security ward and went out of the gate. They rushed towards the 24-Center where they pushed the deployed warders and then climbed its walls to attack inmates of Bhuppi Rana gang with bricks, stones, stems of trees. Suddenly, the inmates of Bhuppi Rana gang also climbed the walls and both the groups started fighting openly. Seeing the emergency situation, the jail alarm was pressed and Ambala SP, Baldev Nagar SHO and Jail SP were intimated about the situation.
“Till the time police came from outside, the jail officers tried to control the situation. Several officers also received injuries, and the brawl was controlled only after the police came from outside. The Lawrence gang inmates had trespassed into the block of Bhuppi Rana gang inmates to attack them.”
The police registered a case against the 84 identified accused inmates under Section 42 of the Prisons Act, and sections 148 (rioting, armed with deadly weapon), 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object), 186 (obstructing public servants in discharge of their duties), 323 (punishment for voluntarily causing hurt), 332 (voluntarily causing hurt to deter public servant from his duty) and 353 (assault or criminal force to deter public servant from discharge of his duty) of the IPC at Baldev Nagar police station here.

Ambala Jail superintendent Lakhbir Singh Brar said in a press note, “On July 11, during a hearing in the court, two jail inmates of Lawrence Bishnoi and Bhuppi Rana gangs had scuffled on the court premises and later both groups attempted to fight in the jail premises as well. These hardcore gangsters often indulge in gang-war outside the jail and the try to maintain their supremacy inside the jail as well. The situation is completely under control and we have written to the district police to take action as per law.”
Ambala SP Abhishek Jorwal said that after registering the case, the police have launched an investigation into the incident.
