Cold case murder mystery: Reward of $1MILLION on offer for information on the death of a 20-year-old woman who was found unconscious with severe face lacerations

A $1 million reward will be offered to help solve the murder of a young woman in central west New South Wales nearly three decades ago.

Twenty-year-old Penny Hill was found lying unconscious in a ditch with severe head and face injuries near Coolah on July 8, 1991.

She died in hospital nearly two weeks later.

Three days prior, Ms Hill had left home for the first time and moved to the small town of Coolah to start a nannying job. 

'No matter how long, you always hope they get somebody,' Penny's mother, Janette Hill told the ABC last year.

'Hopefully somebody out there will hear our pleas for help to solve this crime.' 

Police said detectives are re-investigating Ms Hill's murder and a $1 million NSW Government reward will be announced in acknowledgement of the 28-year anniversary. 

NSW Police Minister Michael Daley said the state is committed to bringing closure to Ms Hill's family and police officers who have spent years working on the case.

'Solving a homicide is like putting a jigsaw together and sometimes essential pieces are missing because important information is withheld from police,' he said. 

In particular, police are hoping to speak to someone who gave some information on the case in 2003.

'Detectives encourage this person to again contact Crime Stoppers and assist police with this ongoing investigation,' said Detective Chief Inspector Darren Lehmann.

The reward will be offered for information leading to the conviction of those responsible for Ms Hill's murder.
