'Anyone viewing this video would find it quite shocking,' he said.
'This is a very foolish act, a young person on her phone in her vehicle with a passenger and other road users at great risk.'
Police have located the young woman and said it was a matter of time before she was charged, 7 News reported.
The footage comes a few months after Ms McNeill collided head-on with a Nissan Micra at Berkshire Park in Sydney just before 1.15am on April 28.
She died at the scene while her two passengers, Faeda Hunter and Hazel Wildman, were taken to hospital with non-life threatening injuries.
