HRC calls for action against illegal ads

Thiruvananthapuram: In its order issued on Tuesday, the state human rights commission ordered the city corporation to take stringent action against those who install unauthorized advertisement boards on medians and dividers under the city limits.
The order was issued by commission chairman Antony Dominic based on petition filed by social activist Shefin Kowdiar. The public works department must install barricades on medians and dividers at locations mandated by the road transport authority and the police, the order said.
Last year, the city police had installed barricades over dividers and medians on busy stretches to prevent jaywalking that was one of the major causes of accidents on roads.
In order to raise fund for maintaining the barricades, the police had allowed private traders to display their advertisements on them, which the corporation found fault with as the authority to grant permission to display advertisements lied with the local body.
In the report filed before the commission during the hearing, the city police commissioner had stated that the police could prevent careless jaywalking and unauthorized crossing by two-wheelers by installing barricades.
Though, the department requested the public works department to install the barricades, they rejected the request.

The state road fund board too rejected the request citing that they did not have sufficient funds. As a result, the police were forced to install the barricades on their own by raising funds from traders. The police neither granted permission to anyone to display their advertisements on barricades nor did they invite advertisements from traders in this regard, the commissioner said the report.
The commission found merit in the report by the police and directed the PWD to take necessary steps in this regard.
