Why no finance panel in MCG, councillors ask mayor

Gurgaon: The MCG has failed to set up the finance and contracts committee (F&CC) even two years after constituting the House. It has been revealed that the corporation also went on to finalise more than 100 contracts and purchases worth around Rs 200 crore till date without the formation and approval of the committee, which is responsible to clear all decisions on finance and contracts.
In the House meeting on Monday, which started on a stormy note, councillors questioned mayor Madhu Azad as to why she had not taken the initiative to form the finance and contracts committee even two years after the House was constituted.
Several councillors alleged Azad and her team have not constituted the committee “intentionally” for their personal gains, which “is in violation of the Haryana Municipal Corporation Act, 1994”.
The councillor of ward 34, R S Rathee, said all rules and regulations were not adhered to, and everything was being done by the MCG with casual approach. “The councillors are not so important in the day-to-day affairs of the corporations,” he said, adding that several councilors had been pressing for the formation of F&CC for last two years.
Councillor Kuldeep said the elected representatives had in the past reminded the House to constitute the panel, but every time it would get postponed.
The Haryana Municipal Corporation Act 1994, Section 40, sub section (3) states that “there shall be a finance and contracts committee of the corporation, comprising the mayor, the two deputy mayors, two members elected by the members from amongst themselves and the commissioner, and the aforesaid committee shall exercise all the powers of the corporation in relation to contracts to be entered into for and on its behalf and the purchases to be made by it.”

When contacted, mayor Madhu Azad said the issue was raised in the House meeting and it was informed to the councillors that the finance and contracts panel would be constituted in the next meeting.
The mayor has powers to take decision on behalf to the committee, she said.
