Parliament LIVE: Rajya Sabha approves 6-month extension of President's Rule in J&K

  • JUST IN | Rajya Sabha approves statutory resolution to extend President's rule in J&K for a further period of 6 months with effect from July 3, 2019; Also passes J&K Reservation (Amendment) Bill, 2019.

  • Amit Shah: We are also getting Ayushman Bharat and Swachh Bharat Yojana to the state of Jammu and Kashmir.

  • Amit Shah: 80 percent of the 80,000 crore allocated for the development of Jammu and Kashmir have been spent on bettering the infrastructure of the state. Schools, universities, AIIMS, roads, etc have been made in the state. 

  • Amit Shah: The Narendra Modi government has chopped branches of terrorism that had spread its roots in the Valley. Many top terrorists were eliminated. The Army cracked down on several terror organisations brimming in the state. Cross-border terror funding was also curtailed. 

    I want to tell the people of the Valley, that they should not let hardliners influence them – on the one hand they ask you to boycott schools, on the other hand, their own children are studying in international universities. 

  • Amit Shah: Earlier people used to think India doesn't have a defence strategy. After Pulwama happened, experts were anxious as to how will India conduct a strike now that Pakistan is also alert. But, honourable Prime Minister Narendra Modi commissioned the Balakt Air Strike, and strategised to root out terrorism from their home ground itself. Now, our defence strategy is our top priority and is commended by experts. 

  • Amit Shah: I want to talk about Surgical Strike and Balakot Air Strike. I do not say that such strikes weren't conducted earlier. But there is a difference in the way we have fought to eliminate the root cause of terrorism. 

  • Amit Shah: Ghulam Nabi Azad ji and Manoj Jha (RJD) said we (Govt) want to spread misinformation against Nehruji among Indian public. This is wrong. This is not our intention and never will be. But, the nations which don't learn from their mistakes in history don't have a bright future.

  • Amit Shah: I want to tell TMC MP Derek O'Brein that the Home Ministry issues advisory in case there is a threat to democracy. Hence an MHA advisory was issued to the TMC government in West Bengal over the political killings of party workers. 

    On NRC, I want to say, that we do not stand by intruders coming to our land and taking away the jobs of our citizens. The citizens of this country will get their papers duly. 

  • Amit Shah: On why we allied with the PDP, I want to say because the mandate decided to do so. It was a divided mandate. But, when we realised that our ideologies were not matching, the BJP backed off and broke the alliance. I have never seen any instance where the Congress back away from power.   

  • Amit Shah: On why Assembly and Lok Sabha polls were not held simultaneously in Jammu and Kashmir, I want to tell my fellow lawmakers, the number of seats in Lok Sabha is less, and as a result candidates are less. Circumstances in the state are not so conducive that security arrangements could have been given to each candidate who is campaigning in the villages and towns and districts of the state.   

  • Amit Shah: I want to tell the people of J&K, that we will work towards reaching the goals set by Vajpayeeji. I want to tell them that they should not be scared. However, our inclusivity is not extended to those who want to break away from the nation. 

    To those who want to break away from the nation, I would like to say, that they will face dire consequences. 

  • Amit Shah:  On 'jamhooriyat', I want to say why have the local body elections not taken place in the state for so long? Don't local leaders have a right to better their villages and talukas?


    On 'Kashmiriyat', I want to say that the word stands for inclusivity and diversity. Earlier Pandits and Sufis used to live here with brotherhood, until they were thrown out of their lands. 


    On 'insaaniyat', I want to say that schools have been shut in the Valley for so long. State of education is bad, healthcare is worse. Foodgrains are expensive and not affordable by many. 

     

  • Amit Shah: We will take Jammu and Kashmir forward on the policy of former prime minister late Atal Bihari Vajpayee –  'Insaniyat', 'Jamhooriyat' and 'Kashmiriyat' 

  • Amit Shah: I want to assert that J&K is an integral part of India and no one can take it away from us. Secondly, the Narendra Modi government is going to stand by its zero-tolerance policy towards terrorism. And thirdly, we want to develop the state of Jammu and Kashmir, but we want inclusive development – of Kashmir, Jammu as well as Ladakh.

    Amit Shah: I want to start by expressing my condolences to those who lost their lives in the bus accident that happened in Kishtwar in Jammu and Kashmir.

    Home Minister Amit Shah on July 1 moved a bill in Rajya Sabha to extend President's Rule in Jammu and Kashmir by another six months.

  • RJD's Manoj Kumar Jha has said that he supports extension of President’s Rule in J&K and the Jammu and Kashmir Reservation (Amendment) Bill.

  • RPI(A) leader and MoS for Social Justice and Empowerment, Ramdas Athawale, has said that he will support extension of President’s Rule in J&K.

  • Rajya Sabha: TMC will support the Jammu and Kashmir Reservation (Amendment) Bill, 2019 and extension of President’s Rule in J&K.

  • Janata Dal (United) leader Ramchandra Prasad Singh has said that he is in support of both, President's Rule and the Jammu & Kashmir Reservation (Amendment) Bill.

  • Samajwadi Party (SP) leader Ram Gopal Yadav has said that his party will support the extension President's Rule in Jammu & Kashmir by six months.

  • Trinamool Congress MP Derek O'Brien has said, "If you are having the Parliament election, why can't you have the state election?" referring to the state and Lok Sabha polls not being held simultaneously in April-May.

    "We are supporting this Bill because we believe Indian citizens must be given rights. But in UP, 125 families who were harassed should also be supported. Bengalis who are being harassed by the NRC should also get these rights," O'Brien said.

  • While the motion was being taken up, Home Minister Amit Shah said that he hopes the House would understand the current state of affairs in Jammu & Kashmir and vote in favour of the Bill.

  • Congress MP Viplove Thakur has questioned why the Assembly election in J&K was not held along with the Lok Sabha polls in April-May.

  • Rajya Sabha will now discuss the Bill moved by Amit Shah that would enabling extension of President’s Rule in J&K by six months.

  • Central Educational Institutions (Reservation in Teachers' Cadre) Bill being discussed in LS

    Meanwhile, The Central Educational Institutions (Reservation in Teachers' Cadre) Bill is being discussed in the Lok Sabha.

    The Bill provides for reservation of teaching positions in central educational institutions for people belonging to Scheduled Castes, Scheduled Tribes, socially and educationally backward classes and economically weaker sections.

  • Home Minister Amit Shah has moved a Bill to amend the Jammu and Kashmir Reservation Act, 2004, as passed by Lok Sabha, for consideration and passing.
