National panel asks state to follow uniform syllabus

BHUBANESWAR: The National Commission for Protection of Child Rights (NCPCR) has directed the state government to ensure that government as well as private schools in the state are following a uniform syllabus at the elementary level according to provision laid under the Right to Education Act, 2009.
The direction came against the backdrop of reports received by the NCPCR that certain schools or boards in different parts of the country are violating the norms of the Right to Education Act prescribed in its Section 29, which talks about curriculum and evaluation procedures at the elementary level.
According to Section 29 (1) of RTE Act, if a state, board or school is found to follow the curriculum and evaluation procedure in elementary classes other than the one prescribed by academic authorities, it shall be treated as violation of the Act.
"The commission came across numerous incidents, news reports highlighting a commonly overlooked yet an important provision under the Act that plays a pivotal role in ensuring the right to education to all children. The debate around quality education has been restricted to providing accessible infrastructure and affordable education," the letter of NCPCR reads.
The letter, which has been addressed to the secretary of the school and mass education department, further maintained that it is important to highlight that besides "where", quality education also includes "what" and "how" child learns, which have been addressed in Section 29 of the RTE Act, 2009.

In a bid to ensure proper implementation of this provision of RTE Act, the commission has asked the state to issue a direction in this regard and ask all the schools to display the same on the schools' websites and notice boards. The commission has also asked to circulate the direction among the parents for their information.
"We have already issued the direction as asked by NCPCR to all the district level education authorities to look after proper implementation of the provision of RTE Act," a senior official of the school and mass education department said.
