Here's the latest on the two men shot near the Victorian border from crime reporter Tammy Mills.
Chief Commissioner Graham Ashton confirmed one of the men had been in jail in NSW and converted to Islam, and there were concerns he had been radicalised, Mr Ashton told ABC radio.
Both men, he said, had a long criminal history.
Mr Ashton said counter-terrorism police had been trying to speak to the men after learning they relocated to Wodonga. One was wanted on an old warrant, he said.
Local police came across them at a nearby service station and were requested by counter-terrorism investigators to attempt to intercept them.
“In attempting to speak to them that this confrontation occurred,” he said.
Mr Ashton said the members were wearing body cameras and professional standards police would be reviewing the footage, with oversight from IBAC.

David Warner has opened up about his year in international exile, declaring wife Candice had been his driving force through the "tough" times and that he feared he would never again get the opportunity to make an international century.
Warner did just that in thumping 107 off 111 deliveries in Australia's 41-run win over Pakistan at the County Ground - his first international ton since the Ashes' Boxing Day Test of 2017-18.
It was his 15th one-day international century and gave him the opportunity to wash away the frustration of a 12-month Cricket Australia-imposed suspension for his role in the ball-tampering scandal of Cape Town in March last year.

Ok, so this is what that latest Victoria Police release is about – and it is slightly related to red shirts.
A Labor complaint was made last year by Deputy Premier James Merlino against Coalition MPs into alleged misuse of taxpayer funds and electorate office resources. A tit-for-tat complaint after the main "red shirts" scandal if you will.
And police have now found there is nothing to investigate.
However, the main investigation into the Victorian Labor Party, after a complaint made by the Victorian Liberal Party, remains "active and ongoing".

And now everyone (in our office, anyway) is confused over the latest Victoria Police release we just mentioned.
There are complaints mentioned by both the Victorian Liberal and Labor parties and it may, or may not, relate to the red shirts scandal.

In breaking news, police have put out a release on the "red shirts" scandal.
Back in May, 16 MPs who had been investigated over the misuse of parliamentary funds in the 2014 election campaign were "exonerated".
This latest news relates to a complaint made by the Victorian Labor Party.
"Following an extensive and thorough review led by detectives from the Fraud and Extortion Squad, Victoria Police has concluded its assessment of a complaint made last year by the Victorian Labor Party," a Victoria Police statement says.
"During this comprehensive assessment phase it has been determined that no criminal offence occurred and as such, Victoria Police will take no further action.
"This was a complex matter and given the high level of public interest, it was important that we took all necessary steps and time to come to a determination. Given the matter has now concluded, we will not be making further comment.
"The investigation into the complaint made by the Victoria Liberal Party remains active and ongoing, and there are no further updates at this time.”
Yarra City Council has started a one-year trial of giving 1300 Abbotsford residents four bins - a purple-lidded bin for glass, as well as bins for general recycling, organic and green waste, and rubbish.
The new bin for glass aims to dramatically reduce the amount of recycling waste it sends to landfill.
“Our current model of consumption and waste is broken,” Yarra mayor Danae Bosler told The Age back in April.
Each year the council collects around 9000 tonnes of kerbside recycling – with more than a third of it glass containers. Often, these break during collection, contaminating other recyclables such as plastics, paper, cardboard, steel and aluminium.
