Amarinder Singh has urged Punjab and
Haryana high court chief justice Krishna Murari to put in place a fast-track mechanism for rape cases.
In a letter to the chief justice on Saturday, four days after Sangrur police filed the chargesheet in the Dhuri minor rape case within seven days of the incident, Amarinder said "speedy trials" were essential to ensuring all culprits in such cases were brought to book at the earliest. He drew the Chief Justice's attention to the amended provisions of Section 173 (1-A) of the Criminal Procedure Code, wherein a time limit has been prescribed for investigation into cases registered under all rape sections of the
Indian Penal Code.
He said the state police had been, time and again, directed to ensure that investigation into such cases were completed within the prescribed limit. However, he said, it had been observed that though investigation into such cases was completed on time, trial took longer than the desired time. "Since delayed justice to the victims hurts the common man, it is felt that trial of such cases, particularly those involving rape, should be expedited without delay," said the chief minister.
