A sex monster who committed horrific crimes against young children could walk out of prison this weekend, despite a psychiatrist predicting he may kill his next victim.

Garry Michael Narkle has committed such heinous crimes over the past four decades that new laws have been introduced specifically to keep him behind bars.

The 64-year-old has been in jail since 2009 when he was convicted for drugging and raping a homeless man he had met at an ATM and lured back to his caravan in Perth

With Narkle eligible for parole on Sunday, the WA Director of Public Prosecutions put in a last minute bid to keep him locked up to ensure he can't put the 'community at risk'.

Following his 2009 attack on the homeless man, Narkle underwent an assessment to determine his remorse and the likelihood of him re-offending ahead of sentencing.

The WA Supreme Court heard that report from Dr Mark Hall found Narkle 'refused to accept responsibility for his crimes', including the attack on the homeless man.

Narkle had befriended the man outside the Perth bank and invited him back to the caravan he was living in.

He then plied the man with alcohol and drugs and raped him a number of times. The victim was able to escape the caravan the next morning and too himself to a hospital where he reported the attack.

Narkle had been out on parole for less than a year at the time of the attack.

But despite the evidence against him, the psychiatric report by Dr Hall revealed that Narkle blamed his victim for the attack.

Because of this, Dr Hall found that if he was released Narkle's crimes 'could escalate' to killing.

'(Narkle) refused to accept responsibility for his offences,' the report read.

'He demonstrated a victim mentality and somewhat manipulative behaviour... (and) had a tendency to blame the victims of his crimes as well as the media.

'(Dr Hall) considered that it was certainly possible (Narkle's) sexual violence could escalate to serious or life‑threatening violence.'

The court heard that Narkle had undergone an intensive sex offender program and a pathways program while inside Casuarina Prison.

As part of the programs he was asked to attempt to identify why he offended, but on a number of occasions 'justified or shifted the blame towards others for his offences'.

Justice Anthony Derrick said Narkle's 'extremely serious' record meant that despite being eligible for parole, he had to consider the DPP's application to keep him locked up

Facilitators said despite this, Narkle had taken major steps though his involvement in the programs.

But Justice Anthony Derrick said Narkle's record meant that despite being eligible for parole, he had to consider the DPP's application to keep him locked up. 

'He has committed many sexual or sexually motivated offences against females and males of varying ages,' Justice Derrick said. 

'While all of his offences have been serious, a good number have been extremely serious. He has demonstrated no regard for his victims. 

'I am satisfied that there are reasonable grounds for believing that the court might ... find that the respondent is a serious danger to the community.'

Justice Derrick accepted the application and ordered a further hearing to be held in WA's Supreme Court in September. 

NARKLE'S OFFENCES - A TIMELINE:

November 3, 1979 

-  Narkle, 25, is convicted of aggravated offences against two females. For his crime he is sentenced to six months imprisonment. 

October 12, 1981

- The sex monster commits unlawful aggravated assault on a 13-year-old girl. He is fined $100.

December 11-18, 1981

- Narkle, 26, is sentenced to another six months in jail for two aggravated offences against women during the same week.

January 16-18, 1982

- Just days before his 27th birthday Narkle carries out a serious sexual offence on a 14-year-old girl he had abducted. He is sentenced to two years in prison.

July 17, 1984 

- Narkle, 29, rapes an 18-year-old girl and is jailed for six years and ten months. It came less than a fortnight after being released from custody for his previous attack on the teenage girl.

April 19, 1989

- After being released on parole Narkle, 34, carries out an offence of assault occasioning bodily harm against his 20-year-old partner. He is sent back to prison, this time for an additional two months.

July 27, 1990

- Narkle is convicted of two counts of sexual penetration without consent. He is jailed for 10 years.

January 18, 1998

- Eight months years after being released on parole, Narkle tries to sexually assault a 15-year-old girl. He is charged with assault and receives a jail term of seven years, this time without the possibility of parole. 

February 18, 2005

- Narkle, 50, commits an indecent assault on a 45-year-old woman. He is sent to prison for six months.

January 24, 2009

- The 55-year-old meets a homeless man, 38, at a Perth ATM and invites him back to his caravan. There he drugs and rapes the man, who the next day manages to escape and take himself to hospital where he reports the attack. Narkle is jailed for 10 years. He was eligible for parole on June 9, 2019, before the application by WA's DPP.
