Kerala: 5,000 govt vehicles all set to get tamper-proof HSRPs

THIRUVANANTHAPURAM: As many as 5,000-plus vehicles used by government servants, including political executives, will soon switch to tamper-proof high-security registration plates.
The transport department has issued a circular (accessed by TOI) to all departments to install the high-security registration plates (HSRPs) in all new as well as existing vehicles according to the norms issued by the ministry of road transport and highways (MoRTH).
The installation of HSRPs would ensure that the number plates cannot be removed as the plates will be riveted on the vehicle permanently. The Centre has already given instructions to all states that all vehicles manufactured after April 1 this year should have HSRPs. Subsequently, the state government has entrusted all authorized automobile dealers to install HSRPs supplied by vehicle manufacturers.
On the basis of this, the transport department has instructed that all the government vehicles should install HSRPs on the front, rear and also the third registration mark — a chromium-based hologram sticker that once taken out will get destroyed — should be fixed on the windshield. The vehicle manufacturers are mandated to identify HSRP vendor.
The number plates will have a 10-digit laser encoded number on it, which the dealer should upload on the Vahan website. Only after completing the process, the registration certificate for the vehicle will be issued.

“The HSRPs will put an end to lot of frauds involving vehicles. Henceforth, vehicles cannot be used for any unlawful purposes by replacing the original registration plates with fake ones. The laser-encoded self-destructing type third registration mark will ensure that even if the number plates are somehow concealed, the vehicle cannot escape scrutiny,” an official with the motor vehicles department said.
Meanwhile, the motor vehicle department is still in the process of uploading the details of existing vehicles on the road on the Vahan website. Once the process is completed, the HSRPs will be made mandatory even for existing vehicles.
