GREATER NOIDA: The Noida International Airport Limited (NIAL) on Thursday invited bids for the
Jewar airport project. The nodal body, set up by the
UP government to carry out the project, also launched its official
website, nialjewar.com, where the bid document was uploaded. A Twitter handle, @nialjewar, was also introduced.
According to officials, the global tendering process would be completed in six months and the final selection of the
concessionaire would be made in January 2020.
Although the last date for bid purchase is October 15 and the last date for submission of bid documents is October 30, technical bids will be opened on November 6 and financial bids would be opened on November 29.
“Around two months’ time would be taken by the NIAL to study the bids and select the concessionaire,” said Arun Vir Singh, the CEO, NIAL.
The selected concessionaire would be given a lease period of 40 years for the development of the project and the lease would be extended by another 30 years following a rebidding process on the right of first refusal (
ROFR) basis with the GMR Group.
In a first, a global bidding of 36 participant countries for Organisation for Economic Co-operation and Development (OECD) would be held. According to UP government’s directives, Jewar airport will have six runways — a first in the country — and two of those are likely to be ready by 2023 (under the first phase). A single stage bidding would be opened on November 29 this year, officials said. “YEIDA has appointed PricewaterhouseCoopers (PwC) to study and prepare a feasibility report for the additional four runways,” said Singh.
The airport project worth Rs 4,000 crore (for the first phase) has four stakeholders – UP government 37.5 % (Rs 1500 crore), Noida Authority 37.5 % (Rs 1500 crore),
YEIDA 12.5 % (Rs 500 core) and GNIDA 12.5% (Rs 500 crore).
The airport would be built on 1,334 hectares in a public-private partnership (PPP) model and is expected to reduce the load of Delhi’s Indira Gandhi International airport.
Jewar airport would be developed in four phases and the first phase footfall is projected at 1.2 crore in 2023. It is expected to go up to 1.6 crore in 2030 and 7.1 crore in 2044.
The Delhi Metro Rail Corporation (DMRC) has prepared a detailed project report of Rs 7,000 crore for metro connectivity, from Knowledge Park 2 in
Greater Noida to Jewar, and the corridor will include two elevated lines for both commercial (35.64 km) and airport express (with four stations) routes.
Touted as the largest in the country, Jewar airport is likely to get ready with two runways in 2023.
Earlier this week, the UP cabinet approved the allocation of Rs 895 crore for rehabilitation and resettlement of villagers whose land has been identified for the project.
Administrative officials had said they had expedited work to transfer the compensation amount to the farmers.
Around 200 landowners in three villages — Ranhera, Parohi and Banwariwas — have already been given compensation. Farmers in Dayanatpur, Rohi and Kishorpur are in the process of getting the money.
Recently, district magistrate BN Singh held a meeting with officials and reviewed the work related to documentation, compensation and land. He instructed officials to ensure that all farmers are compensated in three months.
“This is an international-level project. All officials associated with it have been directed to deliver the work with utmost diligence and transparency,” he had said.
