Resident Jim Gray blasted the council while speaking on Melbourne radio station 3AW.
'Normally you'd have a driveway with a nice ramp that goes down onto the bitumen but they've build a solid gutter with no ramp at all,' he said.
'But to remedy this, the geniuses at Maribyrnong Council have put a bit of asphalt in the gutter which blocks the gutter and will sooner or later break apart.'
Mr Gray said he wanted a permanent fix as soon as possible because some elderly and disabled people in the area struggled to get around.
'They've done this for the pedestrian crossings as well. There are disabled people and elderly people in this area and they can't use the streets anymore,' he said.
A Maribyrnong City Council spokesman said: 'We are currently installing raised intersections in Essex Street, West Footscray to make the area safer and more accessible for all road users.
'As the works progress, kerbs and channels were installed across driveways with bitumen ramps as an interim measure to ensure residents had continuous access to their driveways.
'We anticipate the raised intersections on Essex Street to be complete by the end of the week.'
