Mukhiyas can build panchayat bhawans : Bihar govt

PATNA: The state government has empowered the mukhiyas to construct panchayat sarkar bhawans. Earlier, the construction works of such buildings were awarded to contractors.
Principal secretary (panchayati raj) Amrit Lal Meena said on Tuesday that one bhawan would be constructed at the cost of Rs1.14 crore, instead of Rs1.44 crore earlier. “The cost will come down as the contractor’s share has been done away with. It was observed that construction done by the contractors were of poor quality. With the mukhiya being made responsible for the construction, the quality is likely to improve as he or she lives in the village and would not like to face the ire of villagers,” Meena said.
He claimed that the panchayat bhawans would have space for gram kachahari and other offices so that villagers don’t have to run every time to the block office for getting done their works like procuring driving licence and old age pension through RTPS (Right to Public Service) centres. He said the state government has divided the 8,363 panchayats across Bihar into 1,435 clusters, each comprising six panchayats.
“In the first phase, altogether 1,435 bhawans will be constructed, one in every cluster. Later, the remaining panchayats would have such bhawans,” Meena said.
He said 940 bhawans and 955 RTPS centres have become functional across the state. Each centre has one computer operator and one executive assistant. In addition, there will be one junior engineer and one information technology assistant on every four panchayats. They will work under their respective block development officers.
“1201 JEs and 906 assistants have been recruited against 2,096 vacancies for each post,” he added.

He said the department has set December deadline to supply tapped-drinking water in every household across the 58,612 wards where it is handling the potable drinking water project under the CM’s seven resolutions scheme. “In rest of the wards where there is issue of water quality, public health engineering department is looking after the scheme,” he said.
Meena also said the department has set March next year deadline for completion of concrete road and drainage works in all the 1,14,691 wards across Bihar. “Till now, the department has achieved 34.77% target in potable water supply project and 44.7% target in road and drainage construction,” Meena said.
