"This order is passed in the special facts and circumstances of the case having regard to the extraordinary situation which has arisen in the state of by reason of the call for cessation of work given by the of West Bengal on April 29, 2019 and its consequences and its impact on the fundamental right of citizen under Article 21 of the Constitution. This order may not be treated as a precedent," the bench noted in its order while disposing of the petition.
