Two people are dead and two others critically injured after a horror head-on crash west of Melbourne, but a baby in the back seat of one car was miraculously uninjured.

A white Hyundai collided with a maroon Mitsubishi on Hamilton Highway in Cressey, about an hour west of Geelong, around 3.15pm.

The soaring road toll has prompted the state government to call an emergency summit with a range of experts and stakeholders for May 31.

On Thursday, a 29-year-old man died after his car struck a tree in Hillside, while a woman driver died following a three-car collision in Springvale on Tuesday morning.
