Treaty Under Cloud, Nuclear Test Ban Agency Asks India To Turn "Observer"
India claims that the CTBT is discriminatory because it favours "five nuclear weapon states"- the United States, United Kingdom, China, France and Russia - when it comes to fulfilling obligations for eliminating nuclear weapons.
Lassina Zerbo said that becoming an Observer will give India a chance to see how the CTBTO works.
