Chilling footage shows a woman's final moments walking away from a hotel before she disappeared - as human remains found in a dam are confirmed to be hers. 

Staff at a water treatment facility in Katoomba in New South Wales' Blue Mountains found the human remains on March 19.

Following extensive forensic testing, they were on Wednesday confirmed to be Cecilia Devine, 42, who had been missing for almost eight months.

Ms Devine was reported missing from Waratah on September 5 last year, with police saying they held grave concerns for her safety when she vanished.

A desperate plea for information on her whereabouts was made on December 21 - on what would have been her 42nd birthday. 

NSW Police launched a public appeal on Wednesday as they continue to investigate the circumstances around Ms Devine's death.

As part of the ongoing investigation, CCTV footage was released showing Ms Devine wearing a bright yellow cardigan, black pants and carrying an orange handbag.

She was filmed walking away from a hotel in Katoomba before turning down a driveway on September 6. 

Detectives from Blue Mountains Police Area Command are now treating the death as a homicide, launghing Strike Force Eking to investigate.

Blue Mountains Police Area Crime Manager, Detective Inspector Scott McAlpine, said investigators are trying to piece together Ms Devine's last movements.

'One of the last known sightings of Cecilia Devine was her leaving this hotel and walking down one of the main streets of Katoomba,' Det Insp McAlpine said.

'We believe there are people out there who spoke with Cecilia or saw her at the time and we urge them to come forward.

'We're all wanting the same outcome – to find answers for Cecilia's loved ones. They need to know what happened to her and how she came to be where she was.'

Ms Devine's brothers are expected to speak to media later on Wednesday as part of the public appeal for information.
