The Director-General of Police Subodh Kumar Jaiswal has sought information on all complaints received and inquiries initiated against serving police personnel this year. Mr. Jaiswal has also issued instructions to all unit heads to immediately register FIRs against those concerned, and transfer the case to the State Crime Investigation Department.
The circular, issued on May 4, refers to a standing order issued in January, which called for immediate action in case of complaints against police officers.
The latest circular says, “In case there is prima facie indication of any action or misconduct by police personnel being fit for a criminal complaint, unit heads should personally examine the case purely on merits and in a purely professional manner. Unit heads should also ensure that such inquires are not conducted with any vengeance in mind.”
The circular states that an FIR be registered immediately and the case transferred to the State CID. Further, the circular instructs that any inquiry regarding commissions and omissions by a police officer or constable be also initiated immediately.
“Unit/division heads are hereby instructed to send information of all inquires and action taken against police personnel under them from January 1, 2019 to April 30, 2019 to this office by email. In case there are no such cases, this, too, should be communicated,” the circular states.
Mr. Jaiswal, who took charge as DGP on March 1, had spoken of zero tolerance towards corruption. “There are certain lines that should never be crossed and punishment will be proportionate to violations,” he had said at the time.
In his previous role as Mumbai Police Commissioner, Mr. Jaiswal had a reputation of being strict with police personnel found guilty of professional misconduct.
