Proposal will make police bureau an autonomous entity

In view of the increasing terror threats, the Centre is now working to make the Bureau of Police Research and Development (BPR&D) — currently under the Ministry of Home Affairs (MHA) — an "autonomous organisation" that will operate like a think tank at par with its international counterparts.

A detailed proposal in this regard has been sent to the PMO and MHA for their approvals. "The idea is to make BPR&D a think tank institution at par with international organisations," said a senior IPS officer. The Centre wants to make and maintain a state-of-the-art evolutionary knowledge management system that covers all aspects, issues and experiences relating to Indian and global security and terrorism issues.

Also, as per the proposal, the BPR&D should be managed by a Board of Directors comprising of government and intelligentsia rather than current structure wherein it is headed by a Director General of Police. "BPR&D is currently known as escape posting institution or punishment posting institution for IPS officers," said a top IPS officer.

The primary objective of is to establish, manage, maintain and run a world-class institute to provide holistic advice on issues relating to security, terrorism, policing, law, policy, structural, governance, regulation and interdisciplinary, coordination issues, keeping in view the current developments across the world and likely future scenarios.

"It should also provide quality action research, consultancy and information services, support to all its stakeholders including the central, state governments, courts, lawyers, citizens and others," the proposal stated. "We want to make BPR&D an orgnisation which is not only gives consultancy services to Indian institution but also world over," the officer stated.

Once approved, the BPR&D will witness a major change in functioning with more researchers from institutions like Yale, Harvard, MIT, IIT JNU and others carrying out various works and research for the institution.
