The decision has been taken by the state government in a bid to curb mushrooming unauthorized layouts in the state, especially in Hyderabad Metropolitan Region.
To begin with, the rule will initially be implemented in the HMDA’s jurisdiction, covering an area of 7,000 square kms, and later it will be extended to the entire state. Chief Minister K Chandrasekhar Rao, who is handling the municipal administration and urban development (MA&UD) department, has directed officials to make approval plan mandatory for registering open plots in layouts as part of reforms in the municipal administration department.
Subsequently, HMDA commissioner and principal secretary of MA&UD department Arvind Kumar wrote a letter to the inspector general of Registration and Stamps department on April 26 recommending that they should not register any plot in a layout which is unauthoriased and give instructions to the all sub-registrars working in the HMDA limits. “The HMDA will share the details of all approved layouts in a dynamic manner immediately. This will help us prevent the coming up of illegal layouts in a big way and, more importantly, prevent gullible buyers from risking their hard-earned money in unauthorized layouts,” Arvind Kumar said in his letter.
He added that the registration of the project with Telangana Real Estate Regulatory Authority (RERA) was amandatory before sale.
The HMDA will also update layout approval plans on its website www.hmda.gov.in from time to time and take up awareness campaigns to educate the people to check the approved layouts’ details on the website and buy plots only from such developers and firms, Arvind Kumar said.
