The draw is conducted by the DTCP to allot the apartments to only to those people who have applied using an application form.

H-Rera officials said that they had received complaints regarding non-availability of application forms, asking for premium in cash, demanding external development charges (EDC) and non-availability of flats for homebuyers. There are around 55 affordable housing projects that have been launched under the Gurugram-Manesar Urban Complex.

Around 35 to 40 such formal complaints have been lodged with the authority, said Pratap Singh, secretary, H-Rera, after which it was decided to take action. “Apart from formal complaints, several buyers have brought this matter to our notice through verbal complaints,” he added. To resolve such issues permanently, the authority has directed the DTCP, Gurugram, to stop holding draw of lots for such projects.

“We are going to hold a probe in these complaints. Till then, we have directed the DTCP not to conduct any draw of lots for these projects. Also the senior town planner has been asked to regularly monitor the launch of these projects,”said KK Khandelwal, chairman, H-Rera.

Khandelwal said that the latest action was taken after a specific complaint was made that a developer with “malafide intentions” was harassing buyers by not providing application forms and demanding a premium for the project.

“A stern view of the complaint has been taken, and the authority has directed the developer to set up an online system for the sale of application forms. The forms should be made available through the offices of DTCP, DC, Gurugram and the H-Rera,” he said.
