A 25-year-old Perth man has been filmed clinging to a cliff face in the same spot where a student died while trying to take a selfie.

Shocking footage of Angelo Chen, 25, hanging on to a cliff with one hand at The Gap in Albany, in southeast Perth, has emerged on social media this week.

The video, which has since been deleted, appears to show Mr Chen dangling precariously over a 40-metre drop above the ocean - but it's not what you think.

After the video received backlash from volunteer rescue services, who called for cliff-edge stupidity to stop, Mr Chen admitted it was nothing more than a stunt. 

Speaking to 7News on Thursday, Mr Chen acknowledged the video was created in poor taste and said he deserved to be punished for his actions. 

'I did something wrong and I think I should be punished for it,' Mr Chen said.  

The 25-year-old said while it appeared as though he was dangling high above the ocean, there was in fact a rock ledge underneath him that was out of view.

'There's angles and a bit of trickery to it,' he said. 

Mr Chen's mate Luke Bilich, 25, who posted the video to social media, said there were many people who were taking similar photos 'all over the place' on the day.

But Albany Sea Rescue's Chris Johns slammed the act as stupidity, saying Mr Chen's lack of safety gear would have placed him in danger if he had fallen into the water.

'It was like his hobby to take pictures in each and every moment,' the man's friend told 7News at the time. 

Mr Johns said while the act is dangerous, its isn't against the law, and without adequate patrolling by rangers, it wouldn't be possible to enforce a penalty. 

Premier Mark McGowan also said you can't legislate for acts of stupidity. 

'If people want to act like complete utter idiots, it's hard to control it,' he said.
