Ludhiana: Expenditure observers SB Singh (IRS) and Sunil Kumar Gautam (IRS) — appointed by the Election Commission of India (ECI) — on Wednesday asked all the candidates contesting the elections to maintain a detailed day-to-day record of their expenditure in the Election Expenditure Register being provided to them by the returning officer. Both the expenditure observers held a meeting on Wednesday with nodal officers of various committees related to the election process at Sutton House, Punjab Agriculture University (PAU), here. Officials expressed satisfaction over the arrangements made by the district administration in view of the elections.
Giving directions in the meeting, they informed that ECI had set a limit of Rs70 lakh for a candidate to spend in the elections. They also urged voters to take full advantage of mobile application C-Vigil for reporting any matter related to expenditure by candidates. SB Singh would supervise the expenditure of assembly constituencies, Ludhiana (East)-60, Ludhiana (South)-61, Atam Nagar-62, Ludhiana (Central)-63, and Ludhiana (West)-64; while Sunil Gautam would supervise the expenditure of assembly constituencies Ludhiana (North)-65, Gill-66, Dakha-68, and Jagraon-70.
During the meeting, they further stated that with the enforcement of the model code of conduct in view of the elections, restrictions regarding carrying of cash have already been issued. They informed that any person can carry up to Rs50,000 in cash without proof. If any person is carrying between Rs50,000 and Rs10 lakh, then valid proof is required, while any person caught carrying more than Rs10 lakh in cash (even with valid proof), then that particular case would be immediately handed over to the Income Tax department for further investigation. Prominent among those who attended Wednesday’s meeting included nodal officer (Sveep) Neeru Katyal Gupta, ADCP (Headquarters) Deepak Pareek, SP-Headquarters (Ludhiana Rural) Jaswinder Singh, besides nodal officers from Income Tax, Customs, Excise, and other departments.
