The young man had reportedly been drinking before the incident.

A 16-year-old friend of Mr Lowe's told The Daily Telegraph Sam was trying to get to the bottom of the cliff to meet other friends.

'He's in hospital, he has multiple head fractures, multiple neck fractures and lost two teeth, they told us if the neck injury was any worse he would have died,' the friend said.

'There was us three boys there and the other boys on the rocks below us, we didn't know how to get down there so thought we could climb, there was no signs. He went to climb down facing towards me … it just happened with the flick of a finger.'

Mr Lowe's friends advised him against climbing down the cliff so late at night.

According to police, Mr Lowe was trying to get to the lower rock platform and slipped and lost his footing, causing him to fall backwards.

'He was on another ledge that was probably about 12 feet up off the bottom of the base of the cliff, so it made conditions pretty tricky for the paramedics,' NSW Ambulance Inspector Darren Hull said.
