‘Court directive not complied with in a promotion case’

The Madras High Court has issued statutory notices requiring the personal appearance of Additional Director General of Police Mohammed Shakeel Akhtar and Inspector General of Police Shailesh Kumar Yadav on a contempt of court petition filed against them.

Justice V. Parthiban directed the High Court Registry to issue the notices, returnable by June 4, on the petition filed by Inspector of Police (RT) S. Subramanian, 57, who was denied promotion to the post of Inspector of Police (Adjutant).

The petitioner got promoted on August 5, 2011 but was kept in abeyance citing administrative reasons. A Government Order was issued in November 2011 amending the special rules for police subordinate service.

Since this could not be given retrospective effect, the petitioner filed a writ petition. The High Court directed the officials to grant him promotion but it was not complied with.
