Kaul, lawmakers propose uniform rape kit testing protocol

Proposed legislation could help wisconsin prevent another backlog of rape kits.

Attorney general josh kaul said today the legislation sends a clear message that another backlog of untested rape kits would be unacceptable.

Officials say providing agreed upon procedures for hospitals, clinics and law enforcement agencies would prevent kits from falling through the cracks and backlogs from building up.

The proposed legislation would allow victims of sexual violence to choose whether to prosecute.

At one time ... wisconsin had nearly seven- thousand kits untested and unprocessed.

That number has been reduced to 311 that are either to be tested or are in the testing process.
