Child welfare panel visits observation home after brawl

AMBALA: Members of the Ambala Child Welfare Committee (CWC), under the leadership of chairperson Dr Vandana Sharma, visited the Ambala observation home on Sunday, following a brawl between the inmates over a television (TV) set on Friday evening.
As per information, parents of one of the inmates had given a TV set for their child at the observation home, who later got bail, but the TV was still at the home. Some inmates shifted the TV to their room, while others opposed the same, which led to a brawl.
On Sunday, during the visit of the CWC members, some of the juvenile inmates alleged that they were beaten up by the police on Friday evening and again on Saturday morning and no proper medical treatment was provided to them.
The CWC members said they had found nearly 35 juvenile inmates with injuries and there was apprehension that five of them suffered fractures, which would be confirmed after the medical report.
On Saturday, district programme officer (DPO) of the Women and Child Department Baljeet Kaur said: “The children are absolutely safe and nobody was hurt. Those required medicines were provided the same. The staff members of the observation home received some minor injuries, while the children were not hurt.”
When contacted DPO Baljeet, he said: “I reached at the observation home at 9.45pm on Friday and remained there till 1.30am. No child was beaten up in my presence and at the same time DSP Sultan Singh was also present. The children had created a ruckus inside the home. I doubt involvement of an insider behind the brawl. I cannot confirm the same until I have any proof. I could not visit the home on Sunday as I had to attend a family function.”
When contacted, DSP Sultan Singh, he said: “We received a written complaint that a brawl had taken place among some inmates at the home and I visited the spot. The situation was controlled peacefully with the intervention of the DPO. No child was beaten up in my presence.”
On the other hand, members of the CWC said: “Nearly 50 juvenile inmates have alleged that they were beaten up by the cops on Friday evening and Saturday morning. During our visit, we found nearly 35 of them with injury marks and suspect that five of them have fractures. The incident happened on Friday evening and Saturday morning, and till Sunday morning, no medical examination was conducted. The inmates have alleged presence of some senior officials when they were beaten up. We have decided to apprise about this incident to all the concerned office-bearers of the state.”
On Saturday, Dr Pratibha, member of the HSCPR, also visited the home and found that no counsellor was present at the home, whereas, the DPO claimed that counselling was conducted regularly.
