Haryana Chief Minister Manohar Lal Khattar never spares an opportunity to draw comparisons between his four and a half-year-old government in the state and the nearly one decade long rule of the Congress.

"The Congress was running a 'BBC ki Sarkar' in Haryana. This was 'badliyan' (transfers), 'bhartiyan' (recruitment) and 'CLU' (change of land use licences). We have given a completely transparent government since October 2014," Khattar tells people who have to vote for the Lok Sabha elections on May 12 and later for the state's Assembly elections in October.

The Bharatiya Janata Party (BJP) leadership has been accusing the previous Congress government (2005-2014) led by former Chief Minister Bhupinder Singh Hooda of massive corruption in giving Change of Land Use (CLU) licences, particularly in the Gurugram district adjoining the national capital and other districts of Haryana adjoining Delhi.

There are allegations that the previous government allowed corrupt practices in recruitment as well as transfers of government staff.
